FDA says it can't implement the Food Safety Modernization Act

A deputy commissioner told Congress that the FDA would need more resources to fully implement the act.

Michael Taylor, deputy commissioner of foods and veterinary medicine for the FDA, told a Congressional hearing that the FDA does not have enough resources to implement the Food Safety Modernization Act (FSMA).

Taylor appeared before the Energy and Commerce Committee where he was peppered with questions. FSMA was approved in 2010. At that time the Congressional Budget Office estimated that the FDA would need a budget increase of $580 million to fully implement the legislation.

Law 360 reports that Taylor asked Congress support the FDA's request to seek user fees. The proposed fees would garner $225 million, most of which would go to paying an increased number of food inspectors and audits, both of which are mandated by FSMA.
